Inspection: Is a wall-to-wall inspection, looking for any hazardous condition or practice.
Audit: An audit is when you focus your inspection on three general topics. Such as Personal protective equipment, ladders, fire prevention etc. The audit can also be a focus on safety, quality or production. However one of the three items must be safety related. A loss control audit involves three steps: auditing the current situation, intervening to identify and implement solutions, and evaluating the outcomes and needs for further improvement.
Inspections / audits are necessary tools in identifying problems and evaluating risk before accidents and incidents happen. A well-managed inspection program will:
-Identify potential problems.
-Identify equipment deficiencies.
-Identify improper employee actions.
-Identify effects of facility modifications.
-Identify inadequacies in remedial actions.
-Provide management self-appraisals.
-Demonstrate management commitment.
OSHA has several inspections categories they are: Imminent Dangers, General Scheduled/ Programmed inspection, Complaint, Accident, Fatality or Catastrophe, National or local emphases inspections, Focused, Follow-up inspections and 11 C investigations.
Remember OSHA looks for hazards and if an employee is exposed a citation may/will be issued. OSHA does not need a standard to cite they can use the OSHA Act Section 5 (a) (1), also known as the General Duty Clause, is a provision of the Occupational Safety and Health Act of 1970 that requires employers to provide a workplace free of recognized hazards that are causing or likely to cause death or serious physical harm to employees. Normally this can only be cited for a company whose employees are exposed - cannot used with multi-employer sites.
